ببین من فکر میکنم به خاطر قابلیت hot-plug و hot swap هارد ساتاست .
hot swapping : تکنولوژی است که به کمک آن می توان بدون خاموش کردن درایوهای دیگر کامپیوتر درایو خراب را با یک درایو سالم جایگزین کرد.
hot plug یعنی همونجور که سرور روشنه در صورت نیاز می تونه هارد رو تعویض کنی

It's perfectly ok and normal as your motherboard support 'Hot Plug' or 'Hot Swap' function for Sata Hdd. This features of Hot Plug & Hot Swap are useful for some of us who uses mobile rack where we like to remove/switches our Sata hdds.

Hot Swap:
If SATA HDDs are built as RAID1 then it is called “Hot Swap” for the action to insert and remove the SATA HDDs while the system is still power-on and in working condition
Assume you didn't setup your Sata Hdd as Raid, you will see this 'safety remove hardware' prompt which include your C drive (a feature of Hot Plug) along with other removable external Hdd/thumbdrive etc (if you connect these external devices to your PC). Even if you accidently try to click to remove the C drive (assume this is where you installed the operating system), it will not allow you to remove this Sata hdd with OS installed. So it's ok and nothing to worry about
