Is It Erroneous

in fact , I 've never encountred with this type of structure

the verb of this sentence should be "passive" because the verb is used for object (users) so the structure for future tense would be :

object + will + be +pp+ .....+ (by subject
for example this sentence would be:
the users will be banned (by moderator

:and if the verb of sentence was "active" , we should use this grammatical form
subject + will + verb + object
and this sentence would be :
the moderator will ban the users ...
