This Tutorial applies to networks with internet access through router (Server-Free Deployment) that doesn't have bandwidth limiting capabilities.
Note that, in order to this work, you have to install software on the client PC (machine you wanna control) and in the administrative PC, the one that controls. Non the less, the software on the client pc is a start up service that runs without the user awareness.
This implicates you have access to the Client PC at least one time.
1º Download the necessary software [as a free user

2º Install on the client PCs:
You have to open the 8701 TCP port on your firewall.
3ºRestart and check if the SoftPerfectBandwidthManage is running.
To do that: execute(run) , "services.msc" and see if this service is running.
4º Install the software on the Administrative PC and apply the patch:
(Make sure you have the port mentioned before opened on this PC)
Finish the set up and before running the program from the first time apply the patch by coping the patch.exe file from the extracted folder to the program directory and executing it.
5º Limiting the bandwidth using a rule:
If you choose to write the name then do it without the "\\".
I mean advise
I advise this choice.
Now hit ok and enjoy your total bandwidth connection. If something doesn't work it's probably your firewall. Remember, just because you don't have the windows firewall as your main defense, that doesn't mean it isn't running, and you need to configure it.

Note: Don't be surprise if after applying the rule you have network applications less stable. This is because the limit you imposed to the connection.
