.I dont see any word like set a new record
maybe it's true , but the more usual word for is "Hit a Record"
I Heared this word many time . For ex .in a VOA special English story about a singer ...

and about "To break a record" .
When you hit a new record it means you break another record that was first befor .

Actually,I myself heard the phrase " Hit the record " in an English news channel;Then I thought that according to it the phrase " Hit a new record " would also be correct...I just asked for confirmation!!

But,let me tell that when I searched the phrases which dear archi-girl has introduced I found them to be correct;You can also try :

I remember when I first heard this phrase "to set a new record" , My teacher told us that the first one is not true, just think that you can't hit a new record, there's no record so how you can hit it??? The best one is to set a new record and then you hit that record.
I said that "to hit a record" and "break a record" is almost the same.My emphasis was on the first one.
