and the second one can a sentence be without any verb such as this (how could i ever when my heart is in your hands) i heared it in another song i mean ever in here is a verb if yes what it means ill be so grateful if somebody replys

You'd better have asked your question in the Grammatical Problem's topic. But it doesn't matter.
About your first sentence I have to say that it's definitely wrong to say “He am”. “Am” can’t be used instead of “is” or “are”.
Probably it was:
He ain’t…. .
“ain’t” is a slang term which is used instead of to be verbs and can be used as “am”, ”is” and “are”.
The second sentence is wrong too. A sentence consists of a verb and a subject so the sentence which doesn’t have one of these components is not a sentence at all. It’s probable that you’ve heard it wrong.
