First , how much time you have every day for studying ( be honest with yourself)
second, How many month or year do you have for learning english
third, how much money are you ready to pay
forth, where are you living
fifth, why you want to learn English

If you answer these questions, then I can suggest you the best way for you

the fastest way is getting a good private tutor, a good tutor can get you from 0 to 6.5 in 15 month
but if we are comparing public class with self study, it really depends on your personality and the quality of public class
if you are a self motivated person, you can make a good schedule for your self and help yourself by self study.
but if you have trouble monitoring your study program, then it is better to go to a good public class

there are many good public classes available, I will have new opening for my public classes in next month too
the main thing you should consider when you are choosing a public class is the following factors:

The class should focus on speaking
Number of students shouldn't exceed 10 ( because then you will not have enough time to practice speaking)
the class shouldn't allocate so much time for grammar or teaching vocabularies
