Are these data available at IOI? If so, for how many years have you gathered these data and how many tide gauges have you installed in each region? Moreover, are these data accessible for me? Are there any access restrictions?

I suggest using more passive forms to make it more formal.

And in my idea, you would better write simply your name at the end of the letter - and if necessary mention your position in the next line.

ممنون از زحمتی که کشیدید ولی Jargon دقیقا یعنی زبان صنفی ، زبانی که یک گروه صنفی خاص بیشتر استفاده میکنن مثلا پزشکها وقتی با همدیگه صحبت میکنن از لغات خاصی استفاده میکنن که فهمیدنش همیشه برای دیگران آسون نیست یا هر صنف دیگه ای که فکر کنید. یا حتی زبانی که بین یک گروه خاص جامعه رایج باشه مثل گروه جوانها،...

I think it's better to use Past Perfect Progressive verb tense for the the sentence in red
EX: If so, for how many years have you been gathering these data

And as dear Love-to-learn said it could be passivized..... However, in this case, I don't think it's common to use passive form:l
EX: If so, for how many years the data have been being gathered?l

And about the sentence in black it's better to use passive form for sure:
EX: how many tide gauges are installed in each region

مشکلی که با اکثر نسخه‌های اپرا دارم اینه که اپرا با زبان فارسی مشکل داره! به خصوص در قسمت ادیتور فروم‌ها با مشکل مواجه‌هستم.
به عبارتی وقتی نشانگر موس در قسمت ادیتور قرار دارد و بخواهم با کلیدهای جهت دار کیبورد به سمت راست بروم نشانگر موس به سمت چپ می‌رود و برعکس!

(البته این مشکل فقط با زبان فارسی (زبانهای آسیایی که از راست به چپ نوشته میشوند) وجود دارد)

ولی با مرورگرهای دیگر مثل IE و Firefox چنین مشکلی نداشتم!!

با توجه به اینکه بنده تازه به جمع کاربران اپرا پیوستم از شما درخواست دارم که این مشکل را حل کنید تا بتونیم از این مرورگر که در ایران نیز طرفداران بسیاری را دارد راحت تر استفاده کنیم!

(Hello)
I am sending this message from iran and i'm using Opera 9.21
The problem i have with the most of opera versions is that it has problems with Persian language
Specially with the forum editors
when i want to go to right by means of arrow keys of keyboard, mouse pointer moves to the contrary direction and vice versa. it happens when the mouse pointer is in editor section
Certainly this problem exist specifically in Persian language and all the other languages which is written from right to left
But we don't have such that problem with IE and Firefox
As I've recently joined Opera users , I ask you to solve this problem, because this browser have lots of fans in iran and we want it easy to use
