It's pretty hard to point to a special institute as the best one since they all have some positive points and some shortcomings. But you can give a shot to some of the famous ones like Kish, Safir, Marefat, ILI, Zabansara, Simin and Shokooh.

But to tell you the truth, I think it is the teacher that matters not the institute or the book.

Dear Reza I don't agree too.
Because the main topics of what teacher teacher teaches to us come from the book which is used by the institute. So it's very important to use an up to date and fluent book. I think a good institute should have good teachers , good books and good management in order to be able to train good students,
At this moment I think ILI and Kish are the best institutes in Iran especially ILI.
