The foreign secretary says the chances is of a conspiracy by the opposition are vanishingly small. So pressure his building first for UN inspectors to allowed access and then perhaps for eventual international military action. But the man who would ultimately decide that President Obama remains very cautious. He now calls the attack a big event of grave concern.
