You'd better have asked your question in the Grammatical Problem's topic. But it doesn't matter.
About your first sentence I have to say that it's definitely wrong to say “He am”. “Am” can’t be used instead of “is” or “are”.
Probably it was:
He ain’t…. .
“ain’t” is a slang term which is used instead of to be verbs and can be used as “am”, ”is” and “are”.
The second sentence is wrong too. A sentence consists of a verb and a subject so the sentence which doesn’t have one of these components is not a sentence at all. It’s probable that you’ve heard it wrong.
