راهنمایی در مورد delay_pools

سه گروه کاربر اینترنت دارم

برا گروه اول و دوم می خوام Web و download آزاد باشه

ولی برا گروه سوم می خوام web رو با هر سرعتی که میخوان باز کنن ولی سرعت download محدود بشه

این Delay_pools رو نوشتم لطفا ببینید درست هست یا نه.........
